如何解决http请求中文乱码问题

最近在写http请求接口数据时，一开始使用的http get请求，代码如下：

但是，写到提交的参数数据中有中文的情况时，请求报400错误， 后来改成post请求方式，代码如下：

	 * @return 所代表远程资源的响应结果

【最终http请求方式】

这种方式提交不会报400错误了，但是中文乱码，后来有改成下面这种方式，代码如下：

			// 发送POST请求必须设置如下两行

			// 获取URLConnection对象对应的输出流
			conn.getOutputStream().write(value.getBytes("UTF-8"));
			// flush输出流的缓冲
			conn.getOutputStream().flush();

这种方式提交中文也是正常的！！！
